IN the concern for efficiency their Imperial Majesty's and the Prime Minister of the Empire of Thace do herewith APPROVE and sign into Law the following Acts recently passed by the Imperial Parliament:
1. The Military Doctrine of the Empire of Thrace 2 2. The National Security Concept of the Empire of Thrace 2 3. The Military Stategy of the Empire of Thrace 2 4. The Internet Security Act

AMENDMENT TO Article IX: The Executive Power of the Thracian Constitution
Introduction:
Article IX of the Constitution concerns the Executive Power vested in the Office of the Prime Minister. Unfortunately, in its present form the Article does not fully reflect the practice of the Office and in some cases is contradictory in nature and scope. For instance, the Prime Minister is NOT elected but is appointed and serves at the pleasure of the Emperor of Thrace.
Comments:
Article IX is badly in need to revision to reflect the actual practices in the Imperial Government regarding the Office of Prime Minister. The below submitted revision to this Article is proposed to correct these errors:
PROPOSED REVISION OF ARTICLE IX
ARTICLE IX. THE EXECUTIVE POWER (Revised)
1.) The Executive Power shall be vested in the Office of the Prime Minister and his/her appointed Deputy. 2.) The Prime Minister shall serve as Head of the Government and shall be appointed by the Sovereign of the Empire to serve at the Sovereigns pleasure. 3.). The Prime Minister shall set the agenda for the progress of Government and in consultation with the Emperor or Empress and concerned ministers of the Cabinet shall establish foreign and domestic official policy during the tenure of the Prime Minister’s government. 4.) The Prime Minister may recommend to the Emperor the appointment or dismissal of Imperial Ministers to head each department within the Government Cabinet and bureaucracy. 5.) The Prime Minister may propose the creation of new departments or the dissolution of existing ones. Their creation or dissolution must be approved by Parliament and the Sovereign of the Empire of Thrace. 6.) The Prime Minister shall keep the Emperor informed about the affairs of the Realm on a regular basis, and similarly present himself for examination in Parliament. 7.) In the event of the resignation, death, or permanent incapacitation of the Prime Minister, the Deputy Prime Minister shall assume the role of Prime Minister until a new Prime Minister is appointed by the Emperor/Empress of Thrace. If there is no Deputy Prime Minister then the duties of said office will be assumed by the Lord Chancellor of Parliament until such time as the Sovereign appoints a new Prime Minister. 8.) The Prime Minister or another Minister shall be removed from office for the commission of high crimes or treason, and by the process of Impeachment, and subsequent trial before the High Court. A charge by Impeachment shall require a vote of two-thirds of the Parliament before the High Court will allow for the trial. Acquittal by result of a trial or by the insufficiency of the parliamentary vote shall not cause a discharge of any public minister. 9.) The Prime Minister shall have the right to call for a special session of Parliament pertaining to urgent matters of national security and/or crisis. The Prime Minister shall request the Lord Chancellor to convene said special session of Parliament in emergency session in such matters. 10.) The Prime Minister's Office may create and appoint special councils and committees within the Office of Prime Minister to investigate special matters of State, to further the interests of the Empire and its peoples, and to work for the furtherance and benefit of the Empire and its people. 11.) The Prime Minister shall deliver a public address to the Empire and Parliament at the beginning of each new year when Parliament sits in session for the first time at the beginning of the new year. The address shall include the general and overall State of the Nation. It shall reflect goals accomplished over the past year and shall identify goals set for the forthcoming new year. The address shall reflect matters deemed of great importance to the Empire regarding national security and threat assessments and it shall reflect policy and solutions for resolution of such said matters. 12.) The Prime Minister shall establish economic policy for the Empire of Thrace. 13.) The Prime Minister may appoint and dismiss at will special advisers and consuls to assist him in the governing of the Empire. 14.) The Prime Minister may negotiate treaties and alliances with foreign nations in consultation with the Foreign Minister of Thrace. All negotiated treaties and alliances must receive the approval of Parliament before becoming official. 15.) The Prime Minister may initiate special protective police or military action within the Empire when he believes that civil unrest threatens the security and sovereignty of the Empire. Such action shall be subject to oversight by the Imperial Parliament and Emperor of Thrace. 16.) The Prime Minister shall not commit the Empire to any agreement, treaty, or alliance in international circles without approval of the Emperor and Parliament of Thrace.
This revision of Article IX of the Imperial Constitution is herewith submitted to the Imperial Parliament this 18th day of December, 2009 for debate and vote.

This Act Shall Be Known as:
THE NATIONAL HOLIDAY ACT
Summary:
This Act proposes that January 14th of each year be declared a National Holiday in honor of the ascension to the throne by Emperor Viktor I Aleksandr who ascended on January 14th, 2007.
TEXT OF ACT:
1. This Act will designate January 14th of each year as EMPEROR'S DAY.
2. This Act is in honor of the ascension to the Imperial Throne of the Empire of Thrace by Viktor I Aleksandr, Emperor of Thrace, who ascended the Imperial Throne on January 14, 2007.
Submitted this 5th day of January, 2010 to the Imperial Parliament.

I think this must be a national holiday like the birthday of His Majesty. We need to set a law about all national holidays. We have only one - and this is His Majesty's Birthday - 17th May.

According to Imperial Decree the term of Lord Chancellor Diana ends today 1/1/2010. I therefore call for immediate elections in the Parliament to elect a Lord Chancellor.

BE IT KNOWN that the Imperial Parliament is herewith restored to its previous state before issue of the Decree dissolving the Parliament a few days ago. Also, let it be known that the Crown is in agreement with the suggestions offered by Baron Templin and HRH Crown Prince Michael on matters concerning the structure Parliament should take.
This restoration is done with the following conditions and expectations:
1. Parliament shall decide if it's members are to be elected or appointed to serve terms of 1 year.
2. 1 January, 2009 will mark the establishment of a newly structured Parliament and the dissolving of the old Parliament. Under the new structure members will be elected or appointed (whatever is decided by the current Parliament) for a term of 1 year. After the 1 year members will either be re-elected or reappointed to serve another 1 year term.
3. Lord Chancellor, Grand Duchess Diana will continue as Lord Chancellor of the Parliament until 1 January, 2010. This is do be done as a matter of order and continuity since she has served Parliament for a long period of time and has the administrative skills to lead the restructuring of Parliament. After 1 January, 2010 a new session of Parliament will begin to elect it's Lord Chancellor to serve a term of 1 year. BUT, from today through 1/1/2009 and until 1/1/2010 Grand Duchess Diana will continue to lead the Parliament.
4. The Present Parliament shall present legislation changing the necessary Constitutional clauses to reflects it's new structure.
5. January 1, 2009 is the deadline for this restructuring of Parliament. If it is not restructured then the Crown shall abolish Parliament altogether!
